A quick google search

"D & O stands for Discharge and Outfit in deceased seamen’s records1. It refers to the amount of money paid to the seaman’s family or estate for his wages and effects after his death. The registers of wages and effects of deceased seamen contain information such as the name, rank, age, place of birth, cause of death, date and place of death, name and address of next of kin, and amount of D & O paid1. These records are held by The National Archives in series BT 1531."

The last line is the exact position of a fishing boat that was at sea on the night of the 1871 census, as the boat was from Hull, I'm assuming that it is somewhere in the North Sea.
