Have found Rose Maud Vaughan in 1881 census.  Family is living at Pye Corner, Rogerstone:
Henry C VAUGHAN, head, 37, locomotive engine driver, b Herefordshire
Mary A VAUGHAN, wife, 40, b Tredegar
Sarah A VAUGHAN, dau, 17, b Abergavenny
Henry C, son, 13, b Abergavenny
Emily L, dau, 11, b Abergavenny
William A, son, 9, b Abergavenny
Rose M, dau, 7, b Blaenavon, Mon
Thomas J, son, 6, b Blaenavon
Albert E, son, 4, b Rogerstone
Ada E, dau, 3, b Monmouthshire

No sign of a Port Talbot link - but possibly that might be on Mary's side rather than Henry's.

I know quite a bit about Thomas Vicarage Cullwick but nothing about his wife or family.  He was a grandson of Vicarage Cullwick (1811-1850) and a son of Samuel Cullwick (1842-1901).   Grandfather was born in Claverley, Shropshire.  Father was born in Rednal, Worcestershire.

Children of Samuel (1842-1901 and Harriet (1842-1889) (nee PADDOCK) CULLWICK were:

1. Thomas Vicarage Cullwick.  Born June 1868 quarter in West Bromwich R.D..  Md in Newport, Gwent in 1905.  In 1891 census, Thomas is 27, head, living West Bromwich.  Md Rosa (1873-1919).  Thomas died in Newport R.D. in 1917 aged 51. 
2. Hannah Cullwick.  Born Sept 1869 in W Bromwich R.D.  Md Thomas SPINKS (1865-) on 25th December 1889 in St John’s Church in West Bromwich. 

In 1901 census, at 8 Newhall St, West Bromwich (4 rooms) (south of West Brom centre in the Lyng Road/Kelvin Way area):
Thomas SPINKS, head, 35, malleable iron moulder, b Walsall
Hannah SPINKS, wife, 32, b West Brom
Samuel SPINKS, son, 12, b West Brom
Edith SPINKS, dau, 8, b West Brom
Harry SPINKS, son, 2, b West Brom
George SPINKS, son, 3 months, B West Brom
Samuel CULWICK, father in law, widower, 57, axle box carter, b Rednal, Worcs.

3. Alice Cullwick. Born 27th October 1872 in Glue Yard, West Bromwich (West Bromwich R.D.).  Father Samuel was an iron moulder at the time of her birth, and registered the birth (signed).  Md BRIGGS or MULLISS in 1892 in West Brom RD.  In 1891, Alice is 18, b West Bromwich, dau, living WB.

In 1881 census, Samuel is living at 1 Earl St, West Bromwich:
Samuel CULWICK, head, 38, b Rednal, moulder
Harriet CULWICK, wife, 38, b West Brom
Thomas CULWICK, son, 13, scholar, b West Brom
Hannah CULWICK, dau, 11, scholar, b West Brom
Alice CULWICK, dau, 8, scholar, b West Brom

In 1891 census, at 61 Sandwell Road, West Bromwich:
Samuel CULLWICK, head, widower, 46, axlebox caster, b Rednal, Salop (sic)
Alice CULLWICK, dau, single, 18, b West Bromwich
Samuel CULLWICK, grandson, 2, b West Bromwich
Thomas SPINKS, son in law, md, 24, malleable iron caster, b Walsall
Hannah SPINKS, dau, md, 22, b West Brom
Emily SPINKS, granddau, 2 months, b West Brom

Hope that info helps from the Cullwick side.  Vicarage had over 60 grandchildren, but only 2 of them carried the Christian name Vicarage - the other was a Charles Vicarage PACE.
