The details vary. Typically the idea is to help expand the number of men with known/documented UK ancestry in the project. For example:

"Contact the administrator of the Phillips DNA Project for further information.    The PHILLIPS DNA Project will fully sponsor any male PHILLIPS or any variation of the surname PHILLIPS if he lives in the UK or Ireland and is willing to supply a five generation PHILLIPS family tree."
