No - he was a plasterer (some of his fancy plaster work still exists). I got the birthdate from 1891 and 1901 censuses when he was 37 and 47. In the 1881 he's down as 23 - but he was a lodger in that household (in Caernarvon) so they could have got his age wrong, I suppose.
Trouble is I can only find two households called Hughes in Llangollen in 1861 and he's not in any of them. I suppose they could have moved away before then, but I believe he went by the name of "Hugh Llangollen" in his later life in Caernarvon which suggests he must have lived there more than his first 7 years.
