Handwriting Deciphering & Recognition / Unidentified Victorian brooch

I was looking through a family CdV album, and I spotted something. In three photographs the same brooch appears always worn at the neck. It is worn by a mother and daughter combination.
They were not wealthy aristocrats or gentry, so that would rule out some sort of high end decoration. I just wondered if anybody might have any ideas as it is an item that has cropped up a few times, so I am assuming that it meant something to them.
These are the best close ups that I have been able to get.
