Free Photo Restoration & Date Old Photographs / Death Mask?

I have been sent this by a family member who is moving house. I was asked if I knew who it was etc but no idea.  It was thought it was a "death mask". Any clues from the experts on here please?

Help please: If a large picture was posted there was a slider at the bottom to see the missing part. Am I missing something simple as at the moment I cannot find the "slider"  I have done 1000's of restores and not had a problem before.

Long shot but looking for any info on this gentleman who we think was born in Bideford and was The Master of Phoebe. Would like to know anything about the boat etc Born 1847 and died 1896. Thank you.

WR 353317 (Army number I think)

Rank  A/WO cc1 (or ee1) RSM

Enlisted 18.8.1917

Army reserves 5/2/19

Taken (with difficulty) from back of old photograph. 

Cuffie81 has been very helpful but we seem to have got stuck here at the moment, so hoping all these clever RootsChat people can get the ball rolling again.
