A couple of requests here. Can this tinplate image be improved a little please and can anyone offer any suggestions as to the likely date it was taken from the subject's clothing and/or jewellery. Believed to have been taken in Glasgow.

I've just discovered this photograph of my great-grandfather David Winton as a young man, his siblings and his parents, my great-great-grandparents, but it has a few blemishes. Can anyone help by cleaning it up please?

I've just found this Photo I believe taken in the 1920s, probably on the occasion of the inauguration of the Cenotaph in my home town of Helensburgh in Scotland.
It's very foggy, can anyone make it a little clearer for me?
