I am guessing the plates and bowl look 1960's?

We believe its James Joseph Williams Born 1893 in Lambeth.

My Great Uncle John Williams, is 2nd from the right at the back.

There seems to be a similar tattoo on some of the arms? Does anyone recognise it? He was supposedly special forces in WWII!??!?
