Here is the information I have gathered on the pub - all related to Joseph Russell at the moment although I will go back in time when I get the chance to go to Walsall again.

NOTE: the volume lists all licenses in force in 1912 (listing the date the licence was granted) and all changes thereafter - note there was an earlier book in 1832 hence the date of granting of licence in 1882 when in fact pub was around about 1812.

3.   Three Cups – Park Street [page 38] – map page 33
The “Three Cups” a little further down was owned by John Scudamore in 1851 and in 1880 by Joseph Lander and a carrier was leaving the “Three Cups” each Tuesday for Cannock by the 1830s.  In 1904 a report to the Licensing Committee said “the license of this house was transferred to Mr Plant a cellarman in the employ of Mr Russell, sometime ago.  Mr Russell who is a well known commission Bookmaker is invariable present on the premises during the day supervising the business and it appears to me questionable whether Mr Plant is a bone fide manager as Mr Russell admits he is actually engaged in a bookmaking business in the Wisemore.  I consider that the whole status of the house should be considered.    Mr Russell was still there in 1911 with Thomas Pool as the manager.  In 1925 it was an Ansells house the survey of that year describing it being an “old property in very good repair” the Public Bar was 33’6 x 15’10 x 11’3 with a Bar snug, Smoke room, Club room and four bedrooms.  By 1939 Thomas Guest a barman at the “Priory Hotel” became manager and in 1942 William Heeley replaced him from the Chuckery WMC at £4.0s.0d pw.  “Walsall & District Clubs Brewery, Daw End, Rushall” was formed as a co-operative about 1920 until 1947, it was taken over by Charringtons in 1960).  The “Three Cups” had become an Ansells House when it was closed in May 1959.

1892   R Breeze Esq submitted plans to turn Three Cups into a Hotel – these were not approved
At this time, J Russell was licensed to sell ales, wines and spirits
R Breeze ran the shop – which states Printer, Tobacco and Cigar stores
Therefore it looks as though R Breeze owned the premises and ran the shop, whilst J Russell ran the pub side of the business.

Your post about "The Three Cups" pub in Walsall is a couple of years old, but I thought I would let you know that my great-grandfather (Joseph Russell) first of all ran it and then owned it after your ancestor from 1897 to his death in 1919 - he turned it into a hotel.
The Walsall Local History Centre has some planning application documents dating from 1900 which show the front elevation at that time - I don't know if you have a copy of these or not.
When I next go to Walsall, I will take photos of the current view and can send them to you if you like.
