I assume that the 1911 census summary books were completed after the census information was gathered.
21 Watt Street shows ‘Mrs Stephens’ as the occupier and 2 males and 6 females in the house. This would exclude Frederick J snr.
As I wrote earlier, he may have completed the form but was then absent or his wife completed it and included him.
Is she referred to as ‘Hellen’ anywhere else?
Did she sign her marriage certificate?

I just tried and entered a wrong number! It works though with the right ones onAnc.

Looking at a published tree, which are not always reliable, that Hilda married Henry Cambell Cooper and seemed to stay in the north.
There are supporting records there.

It looks as though Frederick James and Charles Henry are siblings.
1881 4908 /65/39

Frederick H and Hannah Stephens with several children including Frederick and Charles.
They have a sister, Sarah, too.

The Stephens/Robertson family are Charles H and Dorothy A Stephens living in Hartlepool in 1901 with @ daughter, Sarah 3 yrs and two other children.

Your family were living at 21 Watt Street in the 1901 census which is the same address you have for Sarah’s death.
As the informant is Frederick James , a Boilersmith - same as the census, this seems certain that Sarah is the child entered as the deceased child but recorded on the census.
Have you searched all possible births for your couple to ensure that there is not another birth/death, although this would conflict with the census information.
