There wouldn't have been a charge for a compulsory vaccination.

Here's the likely reason he didn't  have his children vaccinated.

We need to see if Sarah, dau of Joseph Allen, can be found after 1891.  If not, there's a chance she is yours.  Perhaps she was upset with her Father for remarrying so soon after her Mother died and she disowned him, and for her he was deceased.  I note she had a brother William - could be why she chose that name for her Father when she married.  All supposition of course, but if a Sarah Allen dau of Joseph, doesn't show up after 1891 then the chance you have the right Sarah is strengthened.

My problem is on her marriage certificate to Arthur Burns in Holbeck at St Matthew Holbeck Yorkshire  in 1901 her father is noted as William Allen a mechanic ( the other families were Iron Turners etc.)  Cannot find her on census before 1901 for sure except the other one with the Joseph and Emma Allen.

1891 Joseph Allen's occupation is mechanic's fitter. 1901, engine fitter.

Emma/Emily died 1892, Deaths Mar 1892, Allen    Emma, age    45    Hunslet    9b   185

Joseph appears to remarry in 1893, though his occupation has changed!
3 Apr 1893, Leeds, St Peter,
Joseph Allen, 49, widower, cartwright, 24, Mill St, father Robert a weaver
Elizabeth Mann, 50, widow, 18, Mill St, father George Blanchard a fitter.

1901, Hunslet, RG13; Piece: 4192; Folio: 111; Page: 24
Joseph Allen    57, engine fitter, Leicester.
Elizabeth Allen    60, Leeds
Elizabeth Allen    17, Leeds

And still alive in 1911.

This looks like his death reg. Deaths Sep 1918, Allen    Joseph, age    76    Holbeck    9b   595

So, if Joseph is Sarah's father he was seemingly still alive when Sarah got married.
