The Royal Canadian Legion used to (and perhaps still does) produce a magazine, the name of which escapes me at the moment (The Last Post, is it?).  They typically would have listings of people trying to find other people, and I'm betting they would be more than happy to run this photo with the info in an effort to locate the person in question.
Also the Canadian War Museum is recently opened in Ottawa and may be able to help.

I only hope he can be identified!  I always feel sad when I see photos of soldiers without names...
One other thing...how on earth did he keep that hat on his head ???  ;D
