Can you estimate when they died?  Perhaps they can be found among the "regular" deaths.
Also, did they die in Britain, or do you know where?
Is it possible they enlisted under-age? - people who enlisted under-age often gave false names.

susan,its unlikely that two brothers would be overlooked on the CWGC,especially in WW2,the only thing i can think of,is that they were in the american air force,or they died after the time limit for a CWGC burial,mack

Susan;
I would advise that you make contact with the CWGC and place your inquiry  direct, I made some contact with them regarding a lost relative, it turned out they had the spelling wrong, however they were able to find him.
You could also try local news papers.

Just one question were they both British?

Hello everyone
I apologise for the delay in responding to these last messages but for some reason I hadn't got notification.

Anyway to try and answer all the queries:
yes they were British and in the Royal Air Force
We don't know where they were killed
It IS possible that they joined up under age since they would only have been 16 or 17 at the start of the war but of course we don't know when they joined so we can't be sure.

Following the research that I've been doing over the last few days, my sister-in-law and I are beginning to think that perhaps they weren't actually her mother's brothers but perhaps cousins who had been 'taken in'.

I think that local newspapers is my best next option.

Thanks Kev for that forum address, I'm off there now for an hour or two!!!!

Thanks to everyone for your ideas and suggestions.
