WW1 Employment of Boys

I have just been informed that one of my ancestors, who was underage for military service, was employed on the railways to relieve men for active service. Was this a common practice and/or official policy in the UK during WW1?

I don't know about policy for World War I.  My own Great-Grandfather started working down the mines when he was 10. 

1880 Education Act compulsory schooling between the ages of 5 and 10
1900 School leaving age changed to 14
1947 School leaving age reaised to 15
