I have tracked down "Rope Walk" on a map from 1874, which appears to tally with the enumerator's route, taking him from Prospect Place (now Victoria Road) via South Rope Walk (Gladstone Road) and South Sandy Lane (Blenheim Road) to Upper Queen Street.
The map shows a rope walk along one side of Gladstone Road in 1874 but there were no houses on it. However, there were houses on the other side of the road.
I suspect that the road may have been called South Rope Walk in 1861 before being re-named in honour of William Gladstone. Unfortunately there are no earlier maps to confirm this.
I will keep trying to find proof; in the mean time, I have some photos of Gladstone Road today, showing where the rope walk was (adjoining the wall of the Royal Marines Hospital), if you would like to see them.

http://www.old-maps.co.uk/, search for "Gladstone Road, Deal", and click on "Enlarged View", you will see Gladstone Road going South West from Deal Castle with the dotted line representing the parish boundary through the middle of it. The tapered area on the east side of the road, adjacent to the grave yard, was the rope walk.
