"Capper Passes"

Here is a very vague one: can anyone help with a company or organisation called "Capper Passes"? I have got  a very disjointed piece of info that a relative emigrated to Alberta Canada "before the second World War" under the auspices of "Caper Passes".  Has anyone ever heard of this?

Capper Pass were a tin smelting company infamous for their chimney at Humberside emmiting radio active heavy metals in the 1980s.  I believe they were also involved in mining or smelting operations in Ontario and Alberta (Medicine Hat?).

I am not sure whether this was just tin or whether Uranium was also involved.  I also believe that they were part of the Rio Tinto Group.
