Did Constantia Bill ever live at farley Hall or is she not related to this aspect of the BILL family ?

Are you able to give us any information about Constantia to help pin her down?
It's only possible to search the census by name, not house (at least with the access I have).

Searching for "Constan* BILL" in all the England censuses resulted in only 1 or 2 hits per year.

In 1851 you have:
HO107/1973/985/50
Cheltenham, Gloucestershire
Shrubbey Cottage, Glost. Road
Constansia BILL   Head   Unm    50   Landed Proprietor   Staffs, Stow
+ 2 servants

The 1851 Constansia Bill is the lady I am looking for, the two servants are distant relatives of some ancestors.

Mary on the other 1851 census may be Constantia sister.
Sister of constantia at baptism named as Mary Perks BILL baptised 1784
