Schools 1890--1903. Article 68 of the Code

Looking in School Logs for the period 1890 to 1903 I find the following references regarding School Teachers and teaching staff.  Certificated Teacher under Article 68 of the Code of Practice.   Recognised  under Article 68 of the Code of Practice or not recognised under Article 68 because she does not Teach Needlework or certain  other subjects.  Can anyone please explain to me what Article 68 is and what does it mean in laymans terms.  Many Thanks.
