think the normal method was for the enumerator to leave the form to be completed by householder, come back for it later, and then enter details into his book. What we have access to now is the enumeration books. The 1911 will be the first that has the householders' returns which were destroyed in earlier years. So, you have the problem of the enumerator not being able to read place names especially if they're Welsh(word beginning with 2 ls, that can't be right!). This also depends on someone in the household being literate enough to fill in the form which before free education wouldn't always have been the case. If they couldn't manage, the enumerator would fill in for them and write down what he heard - another chance for error to creep in. There's reference on another thread to someone being on the census as born in Chooks Berry instead of Tewkesbury!
