Hi Patrish
I have the Wed Cert in front of me and that is what it says.
Unless this guy has something to hide, or does not come from Stafford at all.
I have tried to find him in Stafford but I have found nothing.
Given the name Brown and how common it is, it is unusual.
I have to say that the place of birth was on the 1901 Census, so that info could very well be wrong.
Back to the drawing board me thinks..!!!.

For sure, it is a well known fact that places of birth on the census,s can very often be wrong. I have some examples of my own ::)

 Also people changed their names, I spent years looking for an ancestor, eventually discovered he was in fact Jacob but on his marriage certificate he had changed it to John. >:(

Does the marrage cert give the occupations of the 2 Thomas Brown fathers?

I agree with you regarding info on Certs, whether it's cosmetic or just got something to hide, who knows.

Herbert's father was a Coachbuilder.

Louisa's father was a Platelayer.

I think the truth is he was born elsewhere, certainly not the North East, because of his accent. He might have even spent time in prison
