Your post is very old, and you haven't been online since July 2005, but here is a possiblity for Henry Owen in the 1851 Shropshire census:

HO107/1997, folio 10, page 311
Sheet Lane, Wellington

John Owen Head Married 32 Collier
Sarah Owen Wife 32
Thomas Owen Son 10
Jane Owen Daughter 7
Henry (could be read as Harry?) Owen Son 6
John Owen Son 3
Reuben Owen Son 1

All were born in Sheet Lane, Wellington, except Wife Sarah who was born in Huntingdon.

...and Rachel in 1851:

HO107/1987, folio 273, page 61
Shifnal, Shropshire

Charles Street Head Married 34 Heater (Ironworks) born Salop Shifnal
Sarah Street Wife 33 born  Salop Wrockwardine
Hannah Street Daughter 12 Scholar (at home)
Jane Ellen Street Daughter 10 Scholar (at home)
Rachel Street Daughter 5 Scholar (at school)
Charles Street Son 2

All the children were born in Shifnal.
