Does anyone have any knowledge of town criers in Brecon.

I have just received a copy of a marriage bond between John Owen and John Jones crier of Brecon and Breconshire.    The bond is dated 1820.     The marriage of John Owen and Frances Jenkins took place at Vaynor in 1820.

Anyone any ideas as to why the town crier  should be on the marriage bond?
