Sometimes when you have too much information, like actual place of death or birth, it throws you off the scent, as when you enquire on Ancestry.com etc it is better using the
Registration District which is obviously "Upton" in this case
Hope it now all falls into place

I think you have the wrong Harriet Weston from the 1891 Census, as she is down as being b;1929 in Severn Stoke, Worcs

In the 1871 Census the family were in Madresfield, Thomas (Lawyer) 46; Harriet 49; George 15; Thomas 15; Harriet 10 , and Harriet b;1922 was down as being born in London

In the 1881 Census still in Madresfield, Thomas (Ag Lab) 56; Harriet 59; Thomas 23

In 1851 Census Harriet Williams Age 30 Servant (Housemaid) in Madresfield Court, B: London c1821

May need consideration ???
