Help with Registration Districts please

Hi Folks,

I have a Samuel PICKFORD living in Hyde, Cheshire in 1841. Not born in the county.
1851 can't find - yet
In 1861 he is on London Road, Mc'r, St. Andrews parish.  He was born in Hyde, Cheshire (Originally Lancshire, but crossed through).
In 1871 Samuel was living in Oldham, wife still in Gorton, south Manchester.  He was then said to have been born in Mellor, Derbyshire.

Is it possible that a cottage in Mellor, could variously be in Derbyshire, geographically and or registration wise, then Cheshire (and also possibly Lancashire)?  He seemed to have a problem with is birth year, so he may not have been to bright.

Since Hyde in Cheshire is the neighbouring parish to Mellor in Derbyshire, if the cottage was close to the county boundary the confusion is easy to understand.  The north western border of Hyde is Lancashire which would add to any confusion.

The Registration Districts for that Mellor are High Peak in 1837, then Hayfield from 1838 to 1937, and  Marple North East Cheshire since 1938.
