I do not have the 1861 census but did find these Baptisms.

Parents were Thomas (deceased) and Ann

Florence Davis born 27 February 1870 baptised 27 march 1870
Parents Thomas and Mary Ann

Hi Joanne

I could not see a 13 year old Thomas Davis in Chatteris (or any Thomas Davis's at all for that matter) and the only Ann Davis as mentioned by Frances was 23, so it wasn't her.
