Nope, it's certainly the wife from 1904 marriage:

Interim decree for payment of expenses in action of divorce, Alexander Frederick Parker v Mrs Mary Kerr McGrath or Parker

Maybe if Alexander did not remarry, and there were children from the marriage, the connection between them remained close enough for him to name her as next of kin on his imigration papers?

Ah under Mary:

The 1907 one is an interim decree ' for payment of expenses in action of divorce'

So the divorce absolute would be later

I think that,  in law, his children would be his next of kin, followed by his parents then his siblings.

Maybe he just put her down as someone who should be informed.

Looking at the catalogue entry, it's not the divorce proceedings info. That seems to be in the paper records only,  as my quote.

Hi,

This is all helpful stuff, thank you both very much.

I don't know of any children Alex and Mary had so this does make it rather strange that she is noted as next of kin.  Having said that I do know that both his parents were dead.  So perhaps this explains that.  ???
