Why would a persons memorial be classed as being held in perpetuity for all time?

If by memorial you mean the memory of them - then in perpetuity could be translated as "enduring"

If you mean a memorial stone or similar - it could be a reference to the deeds of the plot being held "for all time"

Thanks barney, would that mean they are waiting for someone to fill out his stone, or that he has a plot for family, as this was my grandad, and after about 30 years i have only just found where he is buried, and if he had wishes of my mum and uncle to be with him i would like to organise.
