Finding him on 1911 census might show his parents
or getting his birth cert .... but I cant see a birth on the indexes for that name that year!

(there is a  Frederick Birchall in Wigan and also in Warrington in 1910)

Doing a freebie on 1911 gets this:
Stoke - on - Trent Staffs.
Frederick William Birchall b.1879
Annie b.1880
Muriel Nancy b.1908
Frederick William b.1910
Unnamed baby b.1911
There are 2 births Dec. Q 1910 - Mar. Q 1911/Stoke on Trent
James Birchall
Mabel G Birchall
both Dec. Q 1910.
There is James' death registered Dec. Q 1910 aged 0 so not him.
Mabel G's death is registered Sept. Q 1911 aged 0 so must be her.
The father Fred. W appears on the censuses with his parents & family so there's no difficulty going back.
There's 1 marriage  for a Frederick W Dec. 1901 but the wife's name isn't Annie but this could be a pet name anyway.
Best get a birth cert. for one of their children to find his wife's name.

Hi Frederick William Thomas Burchell, married Mabel Robinson (deceased) born Stoke on Trent moved to Coventry working on the railways
Had 2 sons ( both living) 1 grandson and two grand daughters
He passed away mid fifties leaving Mabel a widow
Other brother moved to Llandudno died in 60s widow still alive 90 plus 1 son Anthony deceased 2013
Other brother married Eileen they stayed in Stoke on Trent 1 sonMalcolm believed still alive whereabouts unknown
I should know as I am Fred's grandson
