Hi there and welcome to rootschat

Found them in the 1881 England Census but Joseph can't have been born at that time. That is if the other kids are right as you didn't name any which makes it a little harder to narrow down.

Charles Jeffrey 24, Rat catcher
Catherine        22
Charles J           3
Edgar P             1

Living in Holland Road, Little Clacton

will have a scout now in the 1901 census

I found your Charles Jeffrey baptised 2/8/1857 to Joseph (1794-1873?) and Martha Jeffrey (1819-1887?) in little clacton. There are siblings too. Do you have them?

Found some of their children's baptisms (and one you didn't have):
Charles Joseph 2/12/1877
Edgar Percy 2/11/1879
Kate Martha 12/1881 - 18/1/1882
Joseph Ernest Newlin 4/3/1883
Sydney 20/4/1888 Clacton on sea
Sydney (same one or another?) Christopher and Lilian baptised together 1890 at clacton on sea
Kate baptised either little or great clacton (can't remember) 19/2/1893
Couldn't find Nellie, frank, Leonard, Baden or violet's baptisms.

Couldn't find a marriage for Charles and Catherine. Where did you get her birth and maiden name from?
Jamiesons, Martins and McGonigals of Coleraine, Londonderry
and
Cullens, Grahams and Challenors of Dublin county and city.
