Where is William Skinner from?

William and Ann Skinner were my GGG grandparents. They appear in the 1841 Census living in Rearsby, Leics.  I'm trying to find out more about William i.e. when and where he was born, his parents etc. 

I think he was born in Leicestershire somewhere in or about 1799, but I can't find confirmation of this.

If anyone can help, I would appreciate it.  I live in Canada and plan on being in the UK next summer, so, pointed in the right direction, I can do some exploring when I get there.

Hello Tati and CaroleW:  Yes Tati, I would love to have the details, and yes, Carole, thanks to your help on the London and Middlesex forum, I've been able to establish that he is the father of Thomas, my GG grandfather.

Next door is a Richard Skinner age 27

F/S has a RICHARD Skinner christened 31 May 1812 Borrough-Hill, Leicester to WILLIAM/ELIZABETH

ANN Hickling christened 1 June 1801, Barrow upon Soar to JOHN/MARY
THOMAS christened same day
