I assume you mean the Ustrzyki which is now known as Ustrzyki Dolne, to the east of Sanok on the attached map of 1897?

Polish Vital Records of events over a 100 years ago are held at the local branch of the Polish State Archives. As far as I can see that would be the branch in Sanok. The address is:
