I forgot to post one more item, or actually the lack of an item.  I searched the Weiser Signal and the Weiser American newspapers.  I did not find an obituary for Elizabeth F. Routledge.  That is pretty unusual as the papers normally had at least a squib-sized article about anyone who died or was seriously ill.   In her funeral record it noted she was born in England, which seems odd unless she is the Elizabeth (Betty) Sutton mentioned in other posts.

Courtney Routledge, born Reserve Mines, Sydney Nova Scotia 1892-1897 (dates vary) was still in St. Elizabeth's Hospital in Washington DC, 1940 Census.

His Uncle John Fletcher Routledge was in the last year of his life in Weiser, Idaho, with his wife Elizabeth (Rock) Routledge, 1940 Census.

Courtney Routledge's Death finally found.

SS Leviathan left Southhampton , England on 18 September 1923 with Seaman Courtney Routledge on board. He arrived in New York as "a Lunatic in (the) charge of the Ship's Surgeon” on 24 September 1923. Believed to be initially sent to St. Elizabeth’s Hospital, Washington, DC  he is on the  US 1930 and 1940 Census as residing in St. Elizabeth’s. He was finally found at the United States Public Health Services Hospital in Lexington, Fayette County, Kentucky, where records show he was there from on or about 4 October 1943. His Death Certificate indicates that he was brought to Lexington on or about 4 October 1943 as the Doctor who was the last to treat him also initially  treated  him on 4 October 1943. His death certificate states that he had been Hospitalized since 25 September 1923 which is one day after the Leviathan docked in New York with Courtney aboard. He died on 20 August 1951 USPHS, Lexington and was buried 21 August 1951, Hillcrest Cemetery, Lexington. His occupation on the death certificate was Messman (ie Catering), Seaman.

No evidence has been found that Courtney was an American Citizen, He must have sounded American when he arrived in New York on his last sea journey 1923. A rather expensive oversight by the American authorities having to look after him for about 20 years.
