I would suggest Sarah's place of birth is Tavistock, looking at the death register and given it's in Devon

here's a potential on 1841 - living in a building formerly a work house. Sarah's snr's "occupation" is wife of John Bickell, [unreadble] which is then crossed out

Charlotte Suzette SLADE, a sister of Ernest Augustus SLADE, married Joseph MILLIET, marquis de Faverges, in Paris in 1824 (religious wedding 06/APR/1824, Eglise Saint-François Xavier, Paris 7th arrondissement)
