Explain the situation, state what you already know (ie birth name, adoptive name, parents, dates, etc) and ask if they can either provide copies of any records or if they can advise on how you could obtain copies of those records.

Obviously if the adopted person is still alive you wouldn't get anywhere, but if they have died and you can prove your birth relationship to the adopted person it could be worth a try.
