Benjamin is on the 1891 Census under the name, Mistranscribed as Laragres. As to where he married I have tried all the wildcard searches I can and also on the 1891 census he is shown as single and his daughter Esther is born 1894 and on the 1911 census he is shown as married for 20 years.

Have you found the births of their other children (e.g. Morris b. 1900).  Those should show you Fanny's maiden name.
It is possible Esther was the child of a previous relationship but raised as Benjamin's daughter.

I always look for late marriages.
In 1930 in Bethnal Green there is a marriage of Benjamin Lazarus to a Fanny Lazarus OR Serlin (indexed under both names, which suggests that she was using "Lazarus" as an aka at the time of the marriage).

I am tring to find where I can look for the Naturalisation papers for a Benjamin Lazarus who was born in Kobrin Russia in 1869, came to England prior to the 1891 Census and was still shown on the 1911 Census as a Russian subject.

If he was listed as a Russian subject it sounds as though be may not ever have applied for British citizenship.

or the National Archives (hese are generally subject to 100 year closure rules)

Lazarus is the Anglicised form of the Hebrew name Eliezar, and would have been unknown in a small Jewish village in 19th century Russia. The Yiddish form is Leyzer. I would therefore speculate that the original surname was something like Leyzerovitch, i.e. son of Leyzer.

The Jewish records of Kobrin include the transliterated surname Leizorovitch.

Unfortunately, birth records from the 1860s do not appear to have survived.

I would further speculate that the Kraindle Lazarus, whose birth was registered in Q2 1907 in Bethnal Green, was the 4-year-old Connie. This might be a birth cert worth buying.
