My wife's mother recently set me an almost impossible task. Handing me a photo of a man in his 50s, she said "I know him as Uncle Billy, but I'm not sure how we're related". Inscribed on the back of the photo:

(Jack was my wife's mother's maternal grandfather).
Now the only Billy in my wife's family tree is buried in the Channel Islands after his ship was sunk in WW2, so my challenge has been to identify this Billy.
And so to the request - is anybody able to do a lookup on the Electoral Rolls of the early 1950s for 19 Gidlow Avenue in Wigan and let me have the names of the residents? I've trawled the 1952 Phone Book for Wigan, but it seems as although several of his neighbours had a telephone, Billy didn't.
Failing electoral rolls, does anybody have any other suggestions as to how I might be able to identify Billy?
