He died 1943, perhaps there is an obituary in a paper.

You can try North Wales BMD.
Make sure you choose Soundex, and all regions  as there are a few possible mis transcriptions. Marriages have the place of the event.

The LancsOPC website has a bp 23 Sept 1787 for a Thomas STELFOX s/o James and Margaret, St Elphin, Warrington. They have both a William bp 1785 and a Robert bp 1789 at St Elphin.

At St Laurence, Chorley there is a George and Margaret with a dau Martha STEALFOX bp1766 and a son George STELLFOX bp 1777. Possibly the same couple?

The GENUKI website will give you info on the Parishes and Churches etc. A query on the Lancashire Board may bring more info especially with the surname variants. Have you checked the G.O.O.N.S. website? Someone may be conducting a one name study.
