It's not the first instance of error in transcribed records.  IGI had (and probably still have) a huge chunk of Great Yarmouth, Norfolk records listed under Earsdon, Northumberland.  Who knows how that happened!

I have just had the same problem and may have found a solution - it looks like Hebron is the name of the Chapel, not the name of a place.  From The Hexham Courant's article on Primitive Methodism in Hexham:

"A member of the church donated a property on St Mary’s Chare and the Hebron Memorial Chapel was constructed in 1863, complete with a schoolroom. The building is now Transcend, the hairdressers.

The chapel was named after the Rev. Henry Hebron, a minister who married into the Northumbrian Ridleys."
