The person named as arriving on the Drummore on February 28 1831 is R W Sincall per refer to Trove newspapers as reported on that day.

I have found your RW Smeall!
His name appears on a volume of ship arrivals from Hobart, with ships and passenger lists.
The book is online at LincTAs, here:

and the reference to RW Smeall is on page 36+37.
I'm researching John Rose and Caroline Rose who arrived on the Drummore as well, if anyone has nay info on them I'd be grateful.
