Samuel Moss, born c1863, married to Alice can be found in Highbridge in 1901.
Highbridge is in the Wells Registration District.

Hello there... if 'your' William Moss is an umbrella maker, this may be him with a brother Samuel in Bristol, taken from the 1851 census ref HO107/1954/F156

Elizabeth the mother is widowed by the 1851 census so no sign of the father on that one I'm afraid,  I'm trying to find the family in the 1841 census for you in the hope that the father will be listed with the family, there are quite a few Moss families in Gloucestershire  and I am having a bit of a time trying to track the right family down.   I'm sorry but I cannot say with any certainty that the Samuel in the 1851 census is the same Samuel shown in the earlier posted census, his birthplace does not appear to be the same. I have re-checked the 1851 and it looks to me like Boaley Hill Warwick ? and yet I cannot find another entry in later census's with this as a birthplace for a Samuel Moss, so that is a bit of mystery.   
Unfortunately Samuel's birth in 1836 falls just short of civil registration which began in 1837, as sight of both his and William's birth certificates would have confirm parents details. Only William's birth certificate would be available as he was born c. 1842.  However another possible way forward would be both marriage certificates - Samuel and Alice in 1863 and William and Ellen (sorry don't know when they married) and to then compare father details and occupations in the hope that this may shed some more light for you..
Parish records may also be another way... a look for the birth /baptism of the earlier children listed Elizabeth & Samuel and to then compare parents.
These are just some thoughts for you to hopefully help with your research. 
There are a number of Moss families in Bristol during this time and it appears (from the census) that a lot of the families were umbrella makers.

Ive been trying for ages to sort out the relationship between these families.
I know that the Samuel Moss & Alice in the 1891 census at Highbridge are my Gt Grandfather & Mother .
Samuel & Ellen , Cottages Oxford Rd St Phillips are my Gt gt grandparents, their Daughter Mary was my Gt grandmother she married my Gt grandfather Trimmer Wiltshire at Stroud in 1884 , they had a daughter Ellen , who married my grandfather Samuel Moss in about 1910 . I think the 2 older Samuels were probably cousins.
