mayor of hereford?

I visited my 93y aunt the other day and she told me what my mother had told me that her great grandfather or great great grandfather was mayor of hereford 3 times. I have tried to look it up but can not find anything. Apparently My great aunt said this to one of the Evans-es who lived at Whitbourne Hall, they dismissed it and said she was silly, but had to come back and apologize as it was true.I think it must be either

John Hemming b. 1807 Bishops Frome, Herefordshire or his father
John Hemming b. 1776  Inkberrow, Worcestershire

Edward Bickerton Evans of Whitbourne Hall was appointed Sheriff of Herefordshire for 1878.

Perhaps this is your family were thinking of?
