I'm assumimg that you're satisfied with Arthur Hills from Wales, that he was the son of Thomas Hills born 1838 Langford, who married Sarah Ray in Langford, and whose father was named as James. Censuses also provide evidence that he was a son of James and Hannah (Cooper) Hills who married in Langford in 1827 (per IGI). You need to check the parish register microfilm at your nearest LDS Family History Centre to see if the witnesses provide any clues.
Then comes the first of your problems. Who were James' parents? There's no baptism in Langford parish register. But there is a family of Thomas and Sarah (Pearson) Hills who married in Langford on 30 Apr 1791 and who baptised a number of children there from 1796 onwards. This was the only Hills family baptising children in Langford at that time, so it's possible, probable even, that they were James' parents. But that's not proof. They weren't always prompt in baptising their children as William in 1804 was aged three when baptised, so it's possible that they missed James altogether. And there's a big gap until Sarah in 1819 – was she older too when baptised. And what were Thomas and Sarah doing between 1791 and 1796 when they baptised Edward and Thomas?
Then comes your next problem. Where was Thomas from? The 1791 marriage gives their places of residence as Langford. But there's no Thomas Hills baptism in Langford at the right time. He was 71 on burial in 1838, so if his age burial age is correct, and they're notoriously unreliable, he was born c1766/7, which presumably is how you and others have leapt on Thomas Hill baptised on 3 Aug 1766 at Northill. Northill is close to Langford so it must be a possibility, but it would take more research than appears to have been done thus far before you could turn it into a probability. Did he die as an infant; are there any other marriages which might be him; who's the Thomas and Mary Hill who baptised Thomas in Northill in 1805; what happened to the Hills who lived in Langford in the 1700s; Southill baptist church book makes reference to Hills from Northill – might the family have been non-conformist; are all questions that you would need to address before you could even think about saying that it was Thomas baptised 1766 in Northill who married in Langford.
And until you sort out this problem you shouldn't even consider looking at Richard from Clapham who may have been the Richard who baptised children in Northill.
And you're unlikely to be able to research all of the above for free. Even hiring the microfilm from the LDS will cost you money. But as you've been told before, Bedfordshire is one of the easier counties to research as virtually all baptisms and marriages pre 1813 are on the IGI at
