1830s immigration information

I am wondering whether anyone has access to immigration records from the 1830s? My ancestor, Richard Hill, who was born in Yorkshire on 11 March 1810 (no family, parish or town information is known), was in the USA no later than 1842. I suspect that he immigrated in the 1830s, quite possibly via the Colonial Land and Emmigration Commissioners program that was established in 1833 or under the Poor Law Amendment Act of the following year. Richard Hill's occupation in England was a butcher (in the London area), and he was illiterate. I am speculating that he may have qualified for free passage.

Some of my ancestors went to the United States in 1834.  I have found the record of their arrival at Castle Garden and the digitized image of the passenger list at FamilySearch.  But the records for that period are VERY spotty and incomplete.  Another problem is that many people entered the US by way of Canada and there are even fewer records available for that route.  I have two groups of ancestors who entered from Canada in the early 1840s but have had no luck finding any information on their arrival.
