There is a Ann Bailey b1781 in the 1851 census Civil Parish ST Mary Bedford aged 70 widow also Jane Bailey born 1829 .Elizabeth Bradshaw Hannah Bemes both servant's the address is hard to make out Pott?? Street .Maybe you will get more information from contacts in New Zealand

This 1851 census entry might be his mother. I can't find any of the family in 1841.

The only Charles Bailey baptised in Bedford in the correct time period was at St Mary in 1775. There is the burial of a Charles Bailey at Cardington on 5th May 1843, aged 68. There are no Baileys in Cardington in 1841.

Seen this in 1841 Census but the surname Bealey ??? Civil Parish Southill Bedfordshire
Charles 65,Ann,62.. Jane 15,Catherine Southham 47, Sarah Kendrick 22. Sarah Benns 22 don't know if these are the same person

There are quite a few mentions of an unknown  'Charles Bailey' on Blars web site, this one caught my eye. He might be worth investigating  :-\

I think the Charles, Ann & Jane Bealey on 1841 census at Southill found by Rosie could well be them; looking at the image it is more Bailey than Bealey!. The ages of Ann & Jane are close to those on the 1851 census. Also might there be a link between the servants Hannah Benns & Sarah Benns ? On 1841 Charles is a Steward; on Arthur's marriage cert his father Charles is down as 'Gent' (but not deceased) & Arthur says he's from Elstow which is not far from Cardington where this Charles may have been buried in 1843. The age at death makes him born 1776 which tallies to his 1841 census year of birth.

An online tree suggests Charles Bailey married Ann Palmer but with no verification, however the IGI has a marriage for them on 2 June 1799 at Bedford St Paul, plus it has a baptism there of son Charles in 1803.

The Charles who was buried at Cardington left a PCC will (at the National Archives) describing him as Gentleman. I have little doubt this is the right burial.

From Blars catalogue ref ST767 is  'An original will of Charles Bailey of Bedford, gentleman'

Dated 7 Feb 1831   

All estates to trustees, William Henry Whitbread of Southill, esquire and Samuel Charles Whitbread of Cardington, esquire. His wife Ann to have life interest in household goods etc. while a widow
Interest to support wife and children. Special provision for son Thomas Bailey, apprentice to Mr William Cubitt of Grays Inn Road, Middlesex, builder.

There is also ref  ST768 dated 4 May 1840

Original codicil to will made by Charles Bailey late of Bedford now of Southill, gentleman, to will dated 9 February 1831. Mentions eldest son Charles Bailey and daughter Jane Martha Bailey

Blars also has doc ref WY262  Copy of will of Benjamin Palmer of Bedford, gentleman.
 
Dated 28 Oct 1815. Proved 11 Mar 1817

Thank you.  I do think Charles Bailey was married to Ann Palmer in 1799.  I have a request in for Arthur Bailey's birth certificate.  That should answer some questions.  Ann's father was Benjamin.
