When/where/who did he marry?

I have census info for all census returns from 1851-1881.  He lived in Willenhall as a furnaceman and worked on the Railways at a later date.

There is the possibility I guess that Charlotte Bailey could be his mother in law as I don't know his wifes maiden name. I just assumed that when the relationship to head on the census says mother .. it must be samuels mum ??

I don't have the 1841 census either .. but I thought that his mother must be charlotte and that would make Elizabeth wrong then wouldn't it??
