East Chelborough Farms

In 1863 there are 6 farms listed in the East Chelborough Poor Law Records for tax purposes. From the 1861 census returns, these farms are seen to range in size from 17 to 350 acres. From the same census there are several other farms ranging from 17 to 89 acres but they are not listed in those Poor Law records. Can anyone suggest why this should be?
