I would say before 1912 and definitely work wear.  If you look at newhaven fisherwives costumes they are similar design wth short skirts and aprons.  I wonder if specific work done at farm maybe dairy worker not something that would be digging ground.

If you still think this is workwear just take a look at their shoes.
These are costumes worn for a specific purpose. That's why there are so many photos of them wearing  them.

I thought the shoes looked like work clogs.  They could have been having a photo taken where they worked as it was said that she worked on a farm.  Would it have been normal for people to go to a farm and get dressed up in a costume for a photo around that time. I dont know

I found this photo taken in 1910 on Blantyre Memories site. It's the only photo I can find of women wearing similar clothing to my Grandmother. The women in the photo appear to be milkmaids.

Thats great photo.  I had also thought dairy maid and if you read what they had to do for job they had to keep extremely clean for working wth milk and making cheese etc.  Also heavy work and i thought looking at the build of women in photos that they had strong arms etc
