That William (born Netherton) can be seen on the 1891 census - so probably not our man!

Trees on Ancestry have hime marrying (at the age of 76!) in Southampton to Bessie Louise Wilson, 23rd October 1954.
He dies on 1st June 1958.

to complicate matters further there is a William joseph welch born 2nd qtr 1878 in devon
you would need to look at the marr certs of william to sophie and bessie to determine if either of these are yours and to do that you would need to purchase them
cattell,alcester
vickers,sulgrave
hewish,holborn
manley,bethnal green

William does seem to be missing from the 1901 and 1911 censuses.

Perhaps a military career? (But he would appear in 1911?)
Emigration?
In Scotland or Ireland?
