Hi

I can't find him any where on the 1871 census, have you checked for him on the English and Scottish census, he may have been away serving  an Apprenticeship

My guess is that, at 17, he's away at school or college of some sort. He's back by 1875 as he's mentioned in the local paper as attending/presiding over the Cockett schools annual treat. Various Richards were there, as well as a Glasbrook
