1891 census help needed

Hi, i am trying to locate someone in 1891 but can't seem to find any trace or even any possibilities! he was born Joseph Jolley Atkinson Murrell, mother Jane Murrell & father is unknown. he was born in the sacriston / Pelton area in July 1890 so would only be a few months old. There is a theory that Jolley is the surname of Joseph's biological father.

He is not living with his mother (Jane Murrell) who was living with her parents (Anthony & Hannah Atkinson) i have wondered if it's possible he was overlooked in the census.

If someone could locate him it would be a huge help.

Who is he with in 1901 when age 10ish? Back with mother, with grandparents, "adopted" by others etc etc ..... maybe he is with the same family in 1891?

Hi, in 1901 he is listed as Joseph Owers, his mother jane married William Owers and in 1901 joseph was down as Owers, in 1911 he is listed as Joseph Atkinson Murrell but still living with William Owers and Jane.

I am wondering then if he was just forgotten on 1891, and was with his mum all along.
Cant see him anywhere else.
